Pesticide combination affects bees' ability to learn

Mar. 27, 2013 ? Two new studies have highlighted a negative impact on bees' ability to learn following exposure to a combination of pesticides commonly used in agriculture. The researchers found that the pesticides, used in the research at levels shown to occur in the wild, could interfere with the learning circuits in the bee's brain. They also found that bees exposed to combined pesticides were slower to learn or completely forgot important associations between floral scent and food rewards.

In the study published today (27 March 2013) in Nature Communications, the University of Dundee's Dr Christopher Connolly and his team investigated the impact on bees' brains of two common pesticides: pesticides used on crops called neonicotinoid pesticides, and another type of pesticide, coumaphos, that is used in honeybee hives to kill the Varroa mite, a parasitic mite that attacks the honey bee.

The intact bees' brains were exposed to pesticides in the lab at levels predicted to occur following exposure in the wild and brain activity was recorded. They found that both types of pesticide target the same area of the bee brain involved in learning, causing a loss of function. If both pesticides were used in combination, the effect was greater.

The study is the first to show that these pesticides have a direct impact on pollinator brain physiology. It was prompted by the work of collaborators Dr Geraldine Wright and Dr Sally Williamson at Newcastle University who found that combinations of these same pesticides affected learning and memory in bees. Their studies established that when bees had been exposed to combinations of these pesticides for 4 days, as many as 30% of honeybees failed to learn or performed poorly in memory tests. Again, the experiments mimicked levels that could be seen in the wild, this time by feeding a sugar solution mixed with appropriate levels of pesticides.

Dr Geraldine Wright said: "Pollinators perform sophisticated behaviours while foraging that require them to learn and remember floral traits associated with food. Disruption in this important function has profound implications for honeybee colony survival, because bees that cannot learn will not be able to find food."

Together the researchers expressed concerns about the use of pesticides that target the same area of the brain of insects and the potential risk of toxicity to non-target insects. Moreover, they said that exposure to different combinations of pesticides that act at this site may increase this risk.

Dr Christopher Connolly said: "Much discussion of the risks posed by the neonicotinoid insecticides has raised important questions of their suitability for use in our environment. However, little consideration has been given to the miticidal pesticides introduced directly into honeybee hives to protect the bees from the Varroa mite. We find that both have negative impact on honeybee brain function.

"Together, these studies highlight potential dangers to pollinators of continued exposure to pesticides that target the insect nervous system and the importance of identifying combinations of pesticides that could profoundly impact pollinator survival."

This research is part of the Insect Pollinators Initiative, joint-funded by the Biotechnology and Biological Sciences Research Council, Defra, the Natural Environment Research Council (NERC), the Scottish Government and the Wellcome Trust under the auspices of the Living with Environmental Change (LWEC) partnership.

"Judge Joe Brown," the second highest-rated court show in television syndication after "Judge Judy," has been canceled by CBS Television Distribution.

?We would like to thank Joe for 15 great years,? CTD said in a statement, ?as well as executive producer John Terenzio and the entire staff for all their hard work and dedication to the show."

The cancellation comes after negotiations on a new contract broke down, apparently over Brown?s salary. He reportedly has been making $20 million a year, but CTD was looking to trim his compensation in line with a decline in his ratings.

In the recent February sweeps, "Judge Brown" had a 2.5 household rating, down 17 percent from the prior February. He attracted an average of 3.4 million daily viewers, down from an average of 4.1 million last February. In the key demographic for a daytime show, which is women 25-54, Brown had a 1.1 rating, down 15 percent from a year earlier.

The most recent week for national ratings, reported Tuesday, had "Judge Brown" pulling a 2.1 household rating, down 16 percent from the prior week and 19 percent from the same week a year ago.

To be fair, all of the court shows have seen declines of as much as 20 percent this season -- with the exception of "Judge Judy" who remains number one by a wide margin. She averaged a 7.5 household rating in February, about 10.5 million viewers a day.

"Judge Brown" has been second to "Judge Judy" in the ratings for the past 739 weeks, and both are distributed by CTD. But the decline in his ratings have hurt what they can charge for advertising, so CTD wanted to pare his salary, says sources.

"Judge Brown" plays on the Fox owned TV stations in many major markets and on stations owned by Sinclair, Lin and others. CTD had discussions with Fox about replacing "Judge Brown" with a new show that would be fronted by Indiana Judge Geoffrey Gaither, but Fox declined to make the swap.

At this point, "Judge Brown" is scheduled to run in original and repeat episodes on the Fox owned stations until September, when they will have the opportunity to reprogram his time periods.

"Judge Brown" may not be done yet. He has met with Byron Allen of Entertainment Studios about continuing his show. Allen?s Entertainment Studios has a line up of court shows that includes "America?s Court with Judge Ross," "We The People With Gloria Allred" and "Justice for All with Judge Christna Perez." Allen?s shows play in syndication first and then play on a company owned digital cable channel. However, it appears unlikely Entertainment Studios could pay as much as Brown has been getting under his CTD pact, according to a source.

"Judge Brown first" went on the air in 1998. Before that, he was a real life criminal courts judge in Shelby County, Tennessee. He started his career as a lawyer and was the first African American prosecutor in Memphis, Tennessee earlier in his career.

Brown won fame when as the real judge in Shelby County, Tennessee, he presided over the appeal of James Earl Ray, who murdered Martin Luther King Jr. Brown was later removed from that case over charges of bias but by then he had caught the eye of the same producers and distributors behind "Judge Judy."

Both Judge Brown and Judge Judy are produced in the same Hollywood facility, with courtrooms adjacent to each other. Both are produced by Big Ticket Television, a division of CBS, and distributed by CBS?s CTD.

Brown wasn?t the first African American to be a TV judge but he has become the longest running.

Society of Jesus: largest Catholic order in the world

As with other religious orders they take a vow of poverty, chastity and obedience. But the Jesuits add a fourth, to serve the Pope, whomever it may be.???

Another highlight in their work is their vocation to go to the borders, where the Gospel is not? yet known. For this reason, their missions take them far away places like China. The Jesuit order also runs 231 universities in 69 countries, and a large number of education centers across the globe.

Jesuits must get a civilian degree before getting ordained a priest. They must also take courses in philosophy and theology. In all, they must study for about 12 years before becoming priests.

They currently have 18,000 members, making them the largest Catholic order. Throughout their 600-year history, 51 Jesuits have been declared saints, and there are also dozens on the way to sainthood as well.

China's new leader visits Russia on first foreign trip

MOSCOW (Reuters) - Chinese leader Xi Jinping sent a signal to the United States and Europe on Friday by visiting Russia on his first foreign trip as president, underlining the importance of Beijing's growing alliance with Moscow.

The world's largest energy producer, Russia, and its biggest consumer, China, want particularly to bolster their clout as a financial and geopolitical counterweight to Washington, whose "Asia pivot" regional strategy worries Beijing.

Xi and President Vladimir Putin, who meet at 3:00 p.m. (1100 GMT), may preside over deals that would make Beijing Russia's top customer for oil, although they are not expected to sign a long-sought agreement on supplies of pipeline gas to China.

Just before Xi arrived with first lady Peng Liyuan, a $2 billion deal was announced by Russian and Chinese companies to develop coal resources in eastern Siberia, which underlined the countries' intentions.

Putin has said he wants to "catch the Chinese wind in our economic sail" and that desire will grow stronger if China overtakes the United States as the world's largest economy during Xi's 10-year term.

Perhaps symbolically, Xi's visit overshadowed a meeting between leaders of the Russian government and the European Union's Commission that was also taking place in Moscow.

Putin and Xi, less than a year apart in age, echoed one another in interviews before the visit, each saying the Chinese leader's choice of Moscow as his first destination was evidence of the "strategic partnership" between the nations.

A smiling Xi, 59, recalled that he read Russian literature in his younger days. Putin, 60, said Russian-Chinese relations were at "the best in their centuries-long history".

The two U.N. Security Council members' solidarity on important global issues has strengthened in recent years.

They have joined forces three times to block Western-backed measures on the conflict in Syria despite talk of grumbling in Beijing, and Russia has followed China's lead on North Korea - two issues likely to come up in Friday's talks.

They have negotiated alongside the West on Iran's nuclear program, but have watered down past sanctions in the Security Council and opposed new punitive measures as counterproductive.

Russia has added to Japan's woes over territorial disputes with Beijing by playing up its control of an archipelago claimed by Tokyo. Beijing and Moscow have also stood side-by-side in rejecting Western criticism of their record on human rights.

But the lockstep movement on the global stage has not translated into easy agreement on bilateral energy deals, underlining the limits that persist in the relationship.

NEW PRESIDENT, NEW IMPETUS

A huge business complex on the edge of Moscow, decorated with Chinese paintings and red silk armchairs, is the kind of enterprise Xi wants to nurture in Russia.

Just off the traffic-choked highway ringing Moscow, a jumble of Chinese and Russian firms, a 400-room hotel and conference venues sprawl over the 200 square km (77 square mile), $350 million Greenwood complex, which was built by a Beijing-controlled consortium with materials shipped from China.

Xi's presidency is seen as a chance to put new impetus into such projects and into ties with Russia as a whole, although Putin said this week that bilateral trade had more than doubled in five years and reached $87.5 billion in 2012.

But the trade volume is still about five times smaller than Russia's with the European Union, and also far smaller than China's trade with the United States.

The rising influence of China, with its proximity to Russia's sparsely populated eastern parts and nearly 10 times more people, has also given rise in Russia to worries that China may one day challenge Moscow's influence on its own territory.

Russia has created a separate ministry to channel resources to its far east, which complains of neglect and underfunding more than 20 years after the Soviet Union collapsed.

Defense analysts say Russian efforts to allocate military resources, including air defenses and nuclear submarines, to its eastern coast is an effort to counter China's rising military might - even as Russia sells weapons to its neighbor.

Like their populations, their economies are uneven. China's gross domestic product grew 7.8 percent last year, while Russia's growth was about 3.5 percent and was close to stagnating in February, with 0.1 percent year-on-year growth.

Xi and Putin are expected to attend a summit next week of the BRICS group of emerging market economies, another vehicle for their efforts to counter Western clout, and the Chinese leader will visit African nations Beijing is courting.

Investing Mistakes and ways to avoid them

I?ve made my share of investing mistakes in the ten plus years that I have been managing my own money. Fortunately, these mistakes were generally made when i didn?t have a lot to invest and occurred in the early stages of my investment journey. In this post, I am going to detail some of the major mistakes I made and some of the ways that you can avoid making them also.?

Speculative Investments

This is one that is likely to get new investors at some stage, particularly if you view the stock market as a never ending casino where you can make instant money. I started my first investments in the ?go -go? year of 2000. I was about 23 years old, making some modest income and with excess cash to deploy. I was also having an amazing time watching the action on the Nasdaq from afar in Australia. Those first few months in 2000 before the bubble burst were some crazy times. I would watch the prices for some stocks move up (and sometimes down, but generally up!) 5%-10% each day.

As a young investor, with not much experience, all I knew is that I wanted some of that action. I had no idea why the stocks were moving up in such a manner, little idea about sustainable earnings growth, wide moats, the importance of cash flow growth, or any of these key drivers of a business. All I could see were these stock prices rising and rising, and I was determined to have some of that action.

So i decided I wanted my own piece of the technology boom. I invested in a biotech company that had some patent on a ?revolutionary? protein enzyme, as well as in a smart card company whose aim was to manage smart card installations ?around the globe?. I had no idea at the time about how either of these companies would make any money,whether these were businesses with any form of sustainability, or even whether they had a wide moats or strong ?barriers to entry.

In any case, I plonked down $2000 of my hard earned money into each of these businesses. Unsurprisingly, both were placed into administration less than a year later. The biotech company invested so much in trying to get their discovery through the various stages of FDA approval, that they had completely burned out their cash within 12 months. The smart card operator threw away whatever cash they had raised in trying to convince various governments to install smart cards,.pretty soon they were left with nothing in the bank either. So for my first 2 investments, I was 0 for 2. Literally $0 for 2!

So how do you avoid making this kind of mistakes?`

Look for a company with good business fundamentals. These include things such as solid barriers to entry, defensible competitive positions and wide moats. In particular, I now look for solid revenue growth and sustained cash generation. Had I bothered to even look for one of those things with those 2 investments, then I would have certainly safeguarded my money and avoid some nasty losses. Penny stocks can be interesting, fascinating even. If you don?t understand them, odds are you will get burnt at some point.

Investing on the basis of a takeover

Having an investment in a company that is being acquired can result in a very good exit for an investor. When this occurs naturally, as a result of an investment that you have in a company, then that is ?a good outcome. However chasing a takeover can sometimes leave you in a bad spot.

In 2007, I recalled reading some speculation about the possibility that some private equity firms were interested in Sallie Mae, the student lender. On the basis of some of those reports, I decided to invest on the prospect of some easy money. And of course, JC Flowers obliged with an indicative takeover offer which sent the stock up some 20-30%. A number of things started to happen in 2007 in the student lending market however. The government wanted to take an axe to student loan subsidies, which would have impacted the profitability of student lending, including for lenders like Sallie Mae. There were suggestions that JC Flowers may cut the deal or even walk away from the takeover. I began to get a little nervous and decided to take out whatever small profit I had made. ?It was purely luck that I managed to exit before the takeover came crashing down. JC Flowers wanted to walk away from the deal, and the share price of Sallie Mae started to rapidly decline.

Where you have invested in a company that has good economic prospects, and strong barriers to entry, that will naturally attract acquirers to such a business who will also want to benefit from those same economics. However chasing a business on the basis of a possible takeover can be a recipe for disaster if you aren?t careful. There are many complex factors that go into whether a takeover ultimately takes place or not, and you could end up on the wrong side of a takeover if you haven?t done your research.

Undisciplined use of buying on margin (margin lending)

I have previously written that I have made and still make use of ?buying on margin. Previously buying on margin was a significant part of my investing strategy. Nowadays, much less so. In fact I use very little margin, and its generally only used to strategically time / accelerate purchases.

One of the things to manage with buying on margin is not to get carried away with it. A little bit of margin can nicely boost your investment returns and return on equity. Too much margin can leave you running to sell down stock, or to raise cash to prop up your account balance to avoid a margin call.

In 2008, I was one of the many people who happened to get carried away with high levels of debt to buy stocks. As stock prices soared in 2007, so did the level of debt that I would look to put against stocks. In some ways, in was a little like 1999/2000 all over again. You would think I would have learned my lesson. I thought I had too. Instead of investing in speculative tech stocks with no revenue and no earnings, I picked what I thought were big blue chip banking stocks on juicy dividend yields.

In fact, going into 2008, as stock prices fell, I thought I was ?averaging down? and would continue to buy more. I thought this was going to be a prime time to pick up some solid dividend income from ?some very dependable companies. I was using margin to buy more and more of Bank of America, Citigroup. Unfortunately for me, the stock prices of these companies kept falling and falling. Eventually, I wasn?t able to keep buying down and had to sell stock at lower prices that what I bought for. To make matters worse, they also cut their dividends as well.

Buying on margin can improve your returns, but its crucial to manage your use of margin properly. Excessive margin can leave you scrambling if markets crash or things turn negative.

Rushing in too soon on bad news

Markets certainly overreact to bad news. I?ve seen this play out on many occasions. A stock gets negatively punished for a bad quarter miss, or a product recall or some litigation issue. It eventually bounces back once markets realize that this isn?t the end of the world for the business. ?This presents opportunities for the patient value investor, who can look beyond what should be temporary business issues and see long term value.

How markets assess and value bad news can play out over a considerable period of time however. A one time drop in a stock doesn?t mean that will be the end of it, or that the market has full priced in all the bad news.

Sometimes being too eager to pick up a bargain on bad news can actually undermine your ability to extract maximum value as a patient investor. I have made this mistake on a couple of occasions.

I was very attracted to BP in the wake of the oil spill. The oil spill disaster that BP faced a few years ago was clearly one of ?great human and natural proportions, no question. But I suspected that BP ?would be able to rise beyond this. So at the first of the large drops in BP stock, I bought. As the stock dropped, I bought again. Yet BP stock continued to drop. I eventually picked up a reasonable holding of BP stock. Yet I was cautious in buying more aggressively as the stock dropped more and more, because I had moved too soon and accumulated too much of a holding. Ultimately, this constrained me from really being able to maximize my total return from this stock.

Similarly, I have made a substantial investment in an Australian company called Cochlear, which develops Cochlear implant technology that is used for the profoundly deaf. Cochlear is one of my favorite businesses. A large moat, strong barriers to entry in an industry that has greater than 10% growth year on year, and still has lots of potential. Cochlear is the market leader with 70% market share. I had always wanted to buy the stock, but it was always too expensive too me.

In 2012, opportunity knocked. Cochlear stock plunged on a voluntary product recall that the company undertook. I moved in straight away. I wanted to accumulate a large holding. Again, I moved to soon. The price dropped, and dropped, and kept dropping. From $70, the stock when down to $60, and then to $55. I made my first large move at $57. The stock continued to drop further. I made another large move at $52. And still the stock continued to drop, all the way down to $45.

I became a little nervous to continue to add, because my exposure had become quite large, and I wasn?t sure how much further the stock would continue to fall. Yet ironically, this was a business that I was quite prepared to hold for years to come. But because I had moved into the stock too soon on bad news, my flexibility to buy more was limited as I didn?t take the time to stop and watch.

Markets often over react to bad news, which can provide opportunities for a patient value investor. Sometimes stopping, and taking some time to assess the situation can actually help maximize your long term return, and prevent you reacting too hastily.

Mistrial in Bell, Calif. corruption case

LOS ANGELES (AP) ? Saying she feared "all hell" had broken loose among jurors, a judge declared a mistrial Thursday on dozens of remaining counts against five former elected officials accused of looting a working-class Los Angeles suburb.

Superior Court Judge Kathleen Kennedy took the action after the 12-member panel struggled to decide 42 counts against the former mayor and four former members of the Bell City Council.

On Wednesday the panel convicted the five defendants of a total of 21 counts of misappropriating public funds and acquitted them on 21 other counts.

Things quickly went downhill Thursday after the judge asked jurors to keep deliberating.

One juror sent a note that read: "Your honor, I respectfully ask if you could please remind the jury to remain respectful and to not make false accusations or insults to one another."

Another juror indicated the group had reached a dead-end when it came to most of the remaining counts.

After receiving the notes, Kennedy told attorneys in the courtroom, "It seems to me all hell has broken loose."

She then called the jurors back into court and asked them to try one more time.

After one more short session, they said they could not agree and the judge declared the mistrial.

Jurors said they did not want to speak to the news media or attorneys and asked to be escorted privately from the courthouse.

Earlier in the day, a juror sent the judge a note expressing misgivings about the previous day's verdict, but Kennedy ruled that decision was final and would not be revisited.

A hearing was set for April 23, when the judge could determine a sentencing date and prosecutors will disclose if the deadlocked counts will be retried.

The case involving the modest 2?-square-mile city has become a national symbol of political greed. Authorities allege a salary-inflating scheme that drove the city to the brink of bankruptcy was masterminded by former City Manager Robert Rizzo, who is expected to go on trial with his former assistant on similar charges later this year.

The city of Bell has about 36,000 residents, with one in four people living below the poverty line.

In a separate note sent Wednesday, a different juror, identified as No. 10, said she thought the panel was straying from the judge's instructions.

Defense attorneys argued Thursday that the notes might indicate there was misconduct in deliberations.

"There may be horse-trading to give up one verdict to get another," said attorney Alex Kessel, who represents former Councilman George Mirabal.

Kennedy said pressure is placed on juries in all cases.

"That is not tantamount to misconduct," she said.

Defense attorneys also questioned whether Kennedy's jury instructions were prejudicial to their clients.

At one point, attorney Ron Kaye, who represents ex-Councilman George Cole, suggested jurors hear more evidence about the case, drawing an angry rebuke from the judge.

"You are not going to reopen evidence," she said. "That is not provided. No!"

Former Mayor Oscar Hernandez and former City Council members Teresa Jacobo and Mirabal were each convicted Wednesday of five counts of misappropriating public funds. Former Councilman Victor Bello was convicted of four counts and former Councilman Cole of two.

Former Councilman Luis Artiga was acquitted of all 12 counts filed against him.

The convictions were the first to come after revelations more than a year ago that Bell's leadership had illegally raised taxes, business license fees and other sources of income to pay huge salaries to the city manager, police chief, City Council members and others.

The six former City Council members were each paid about $100,000 a year.

Following the three-week trial, deliberations began on Feb. 21 and had gone on for only four days when one juror was replaced for misconduct and the panel was ordered to start over. The new group was in its 20th day of deliberations on Thursday.

The convictions all related to the defendants being paid for sitting on Bell's Solid Waste and Recycling Authority, an entity they could not prove had been legally established or did any work.

Records show the authority met only one time between 2006 and 2010 and there was no evidence any waste was ever collected or recycled.

The charges resulting in the mistrial involved their work on three other government entities that prosecutors said were also created only to boost their salaries and hide them from the public.

The defendants, many of whom took the witness stand during the trial, insisted they earned those salaries by working around the clock to help residents. They and their lawyers blamed Rizzo for creating the fiscal mess in Bell.

DNP Firefox nightly now packing OdinMonkey, turns Java

Today, Firefox's Nightly channel received a pick me up in the form of its asm.js optimizer known as OdinMonkey. Baked into June's stable release of Firefox 22, this subset of Mozilla's rendering engine lets developers compile C or C++ to JavaScript by using Emscripten. This gives the code the potential to run within 2x its native performance. For those of you who've now gone cross-eyed, simply put this should give Firefox a hefty performance boost and open the door to more sophisticated browser-based games as well as faster web apps. For its inaugural offering, OdinMonkey is only available to Windows and Linux users, but the company says that OSX and ARM version are near completion.

Swayy: A Beautiful New Way to Discover and Curate ... - The Next Web

Lior Degani, the Co-Founder and head of Marketing of Swayy, pinged me last week when I was in California to tell me about his startup?and give me beta access. I heard his pitch and was skeptical. I was also tired, cranky and missing my kids ? so my frame of mind wasn?t the most positive.

I went into Swayy to check it out, and when it asked for access to my Twitter and permission to tweet from my account, all I could think was, ?If this thing spams my Twitter account I am going to bitch-slap him all over the Internet.? Fortunately that thought stayed in my head, and not out of my mouth.

One week later, I?m totally addicted to Swayy and glad I said nothing about the spam (it doesn?t send out spam tweets but I liked the line too much to not use it for this article). I pinged Lior on Facebook with a request for a beta access code for TNW readers. I also asked how soon can I write about it. It?s that good. Seriously. I use every content curation service online. It really is That Good.

What is Swayy? It?s like Percolate and LinkedIn recommended articles, mixed with trending keywords for the topics you find interesting, combined with an analytics dashboard that shows the trends of what you do and how people react to it. I like it for the simplicity and accuracy of the content curation. Everything I?m actually interested in reading is in one place ? I don?t have to skip from another major tech blog over to Harvard Business Review then hop over to another major tech or business blog. It?s all in there. And it has saved me So Much Time

After I decided that I trusted the service, I added my Facebook and LinkedIn accounts. The content just got That Much Better. I can share from the service itself, but I generally prefer reading the actual post first ? so I end up sharing it from the main link, using Swayy more as a service for discovery.

I?m also finding myself checking out trending keywords more often (more often than never, which is how often I do it on Twitter.com).

The analytics side isn?t as interesting for me right now, but that could be due to the fact that I?ve barely been online since I came back from the US last weekend. The graphs also haven?t given me any particularly special insights as I can?t see which post got the actual feedback on the graph side (however there are numbers on the Timeline side.) This is a Beta though, and new features are being added and improved daily. I?m sure this is on the list. As they say, if you aren?t launching with something you?re embarrassed by, you?ve waited too long to launch.

It was the suggested content that impressed me the most. The articles really are spot on ? which is why I pinged Lior again to ask a few questions:

How do you choose the articles listed on the site? Is there an algorithm involved? And is there any IP?

Yes, we?re in the process of filing a patent for it. But basically the system works with a Natural Language Processing Engine. Actually, there are several parts for the content matching, but besides analyzing what topics the articles are talking about, we have machine learning algorithms that match you to the relevant suggested stuff. For example, if you shared an article about Zuck that got a good reaction from your followers, we might offer you another one about Kevin Systrom (just a simple example).

Who came up with the idea for Swayy, and why? And what?s your business model?

Our business model is a subscription model for extra social accounts (extra Facebook / Twitter, etc) and team collaboration.

The idea was born from our day-to-day need to be active on social media, look for the best content to share with our followers, grow them, and measure what content works best.

Who is on the team?

Ohad Frankfurt is the CEO, Shlomi Babluki is the CTO and Oz Katz does Product and Engineering, and I [Lior Degani] do Marketing. The four of us are the founders. Oz and I were in 8200 [an elite Israeli army unit] together. Emily Engelson does Community Management and Graphic Design.

Sudan leader says he intends to step down in 2015

KHARTOUM, Sudan (AP) ? Sudan's president said he intends to step down in 2015 after more than 20 years in power.

In an interview published in several Sudanese dailies on Wednesday, Omar al-Bashir said the people of Sudan need "fresh blood and a new impetus to continue their march." The next presidential election is due in 2015.

Al-Bashir seized power in a 1989 coup that toppled an elected government. He was last elected in 2010, a year before Sudan's southern region became independent.

The International Criminal Court has charged al-Bashir with genocide and other crimes during the deadly conflict in Sudan's western Darfur region. Despite an international warrant for his arrest, he has travelled to several friendly nations since he was indicted in open defiance of the court, which has no police force to arrest suspects.

Darfur has been riven by strife since 2003, when rebels took up arms against Al-Bashir's government, accusing it of discrimination and neglect. The government is accused of retaliating by unleashing Arab militias on civilians, an allegation it denies. The U.N. estimates 300,000 people have died and 2.7 million have been displaced in the conflict.

African Union peacekeepers began patrolling Darfur in 2005 and were later reinforced by the addition of United Nations troops in 2007. The joint force has been the subject of frequent attacks and remains a target even though violence has tapered off.

Al-Bashir had in the past declared his intention to step down but his National Congress Party insisted he continued in office. However, the party said on Wednesday it was considering another candidate.

In the interview, al-Bashir said his decision not to run in the next election was "definite, God willing."

Boston University international relations Prof. Charles Stith, director of its African Presidential Center, said "my sincere hope is that Bashir's commitment holds and that with it the Sudanese people get the fresh start they deserve."

Exit routes: Where danger (and fines) lurk ? Business Management ...

exit signDuring a fire or other emergency, the difference between escape and injury or death can sometimes be measured in seconds. That?s why all employers must comply with OSHA?s requirement for exit routes in the workplace.

Recently, OSHA cited retailer HomeGoods for 16 alleged violations of workplace safety standards. The retailer faced a total of $233,500 in proposed fines, chiefly for exit access, fire and crushing hazards at its Commack, N.Y., store.

Here are some key areas to double-check in your workplace:

  • Keep the line-of-sight to exit signs always clearly visible, and remove decorations or signs that obscure visibility of exit route doors.
  • Ensure that exit routes are free and unobstructed by materials, equipment, locked doors or dead-end corridors.
  • Provide lighting for exit routes adequate for employees with normal vision.
  • Mark doors or passages that could be mistaken for an exit ?Not an Exit? or with a sign identifying its use (e.g., ?Closet.?)

AP EXCLUSIVE: Karzai opponents talk to Taliban

KABUL, Afghanistan (AP) ? Afghan opposition parties, taking advantage of the government's lack of progress in making peace with the Taliban, have opened their own channel to militant groups in hopes of putting their imprint on a deal to end 11 years of war and position themselves for next year's elections.

Taliban and opposition leaders confirmed to The Associated Press for the first time that the parties opposed to President Hamid Karzai have been talking since the beginning of the year to the Taliban as well as the militant group headed by Gulbuddin Hekmatyar, a U.S.-declared terrorist.

They are trying to find a political resolution to the Afghan war ahead of two key events in 2014 ? the presidential race that will determine Karzai's successor and the final stage of withdrawal of international combat troops from the country. The Afghan constitution bans Karzai from running for a third term, and there are fears that the troop withdrawal plus a new leader in the palace could usher in a new era of instability in Afghanistan.

"We want a solution for Afghanistan ... but every step should be a soft one," said Hamid Gailani, a founding member of the united opposition. "We have to start somewhere."

Two senior Taliban officials, who spoke to the AP, indicated that the group is willing to pursue talks to move the political track forward. One sign of this was that they said they were contemplating replacing their top negotiator because he isn't getting the desired results.

The Taliban wants to talk with the U.S., but it broke off formal discussions with the Americans last year. The Taliban have steadfastly rejected negotiations with the Karzai government, which they view as a puppet of foreign powers.

Taliban interlocutors have had back-channel discussions and private meetings with representatives from various countries. A senior U.S. official said the Taliban are talking to representatives of more than 30 countries, and indirectly with the U.S.

Still, a lack of transparency surrounding all the discussions through various channels makes it difficult to know exactly who's talking with whom.

Karzai, who misses no chance to champion his nation's sovereignty over foreign powers, demands that any talks be led by his government. Early last year, he said that his administration, the U.S. and the Taliban had held three-way talks aimed at moving toward a political settlement of the war.

The U.S. and the Taliban, however, both deny that such talks took place.

Hekmatyar's Islamist militant group, meanwhile, has held talks with both the Karzai government and the United States.

As the opposition pursues peace with the Taliban, Karzai has launched a new round of verbal attacks on his supposed ally, the United States, which have infuriated some in Washington and confused some of his senior advisers.

In recent weeks, Karzai has accused the U.S. of colluding with the Taliban to keep foreign troops in Afghanistan and has attacked the Taliban for talking to foreigners while killing Afghan civilians at home.

Earlier this month, Karzai accused the West of trying to craft an agreement between the Taliban and his political opponents and vowed to oppose the opening of a Taliban office in Qatar if it was used for talks with anyone other than his government. The U.S. has denied the allegations.

The Afghan president also has stepped up his rhetoric against his political opponents, trying to paint them as American pawns in a grand U.S. scheme to install a government of its liking when the United States and NATO finish their withdraw of combat troops by Dec. 31, 2014.

The opposition ? united under a single banner called the Council of Cooperation of Political Parties ? is meanwhile trying to put its stamp on a post-war Afghanistan.

It says it has reached out to both the Taliban and Hekmatyar, a one-time U.S. ally who is now listed as a terrorist by Washington.

In addition to getting the blessing of Taliban chief Mullah Mohammad Omar, any peace deal would have to be supported by Hekmatyar, who has thousands of fighters and followers, primarily in the north and east.

Omar and Hekmatyar are bitter rivals, but both launch attacks on Afghan government and foreign forces and both have suspended direct talks with the U.S., saying they were going nowhere.

The opposition group is full of political heavyweights.

There are former presidential candidates, Abdullah Abdullah and Ali Ahmed Jalali ? both of whom were said to be Washington's preferred candidates in the last presidential election in 2009. There's also Rashid Dostum, who leads the minority Uzbek ethnic group and Mohammed Mohaqiq, the leader of another minority ethnic group called the Hazaras.

Also in the group is Ahmed Zia Massoud, a former Afghan vice president and the brother of anti-Taliban fighter Ahmed Shah Massoud, the charismatic leader of the ethnic minority Tajiks who died in an al-Qaida suicide attack two days before the Sept. 11 attacks that provoked the U.S. invasion of Afghanistan in late 2001.

A senior official with Hekmatyar, who is familiar with the many negotiating channels of his organization, confirmed that representatives have met with the opposition. He said the talks were nascent, but refused to give additional details.

Taliban spokesman Zabiullah Mujahid denied that the Taliban were talking with the opposition group. But a second Taliban official confirmed that the Taliban has been in contact with opposition members in Kabul.

All the officials spoke on condition of anonymity because of the sensitivity of the negotiations.

Gailani, the founder of the united opposition group, said the group was in discussions with Taliban interlocutors close to Omar.

The opposition expects to field a consensus candidate in next year's presidential election. Reaching an understanding with both the Taliban and Hekmatyar's group would give them a greater chance to win in the 2014 polls and cobble together a multi-party government that could bring stability to a post-Karzai government.

"It's no secret that almost nobody wants any version of the Karzai clan to remain in power," said Anatol Lieven, a professor in the War Studies Department at King's College in Britain who has met with current and former members of the Taliban.

But he said that he did not think that the opposition's talks with the militant groups would yield anything soon.

"They are part of a gradual process of building up links and exchanging views, which could lay the foundation for a settlement later, though only after Karzai has departed the scene," Lieven said.

Hekmatyar has laid out a 15-point plan for Afghanistan's future that calls for a broad-based government, nationwide elections, an interim administration and a series of election reforms.

The Taliban have been less clear about their vision of a future Afghanistan. However, late last year Omar, the one-eyed, reclusive leader, issued a statement in English that seemed unusually conciliatory.

"As to the future political destiny of the country, I would like to repeat that we are neither thinking of monopolizing power nor intend to spark domestic war," Omar said.

"The future political fate of the country must be determined by the Afghans themselves without any interference from big countries and neighbors, and it must be Islamic and Afghan in form," he added.

Talks with the U.S. were temporarily scuttled in early 2011 by Afghan officials who were worried that the secret, independent talks would undercut Karzai. They quietly resumed with each side seeking small signs of cooperation, but the Taliban shut down all talks with the United States after it refused to release their colleagues from Guantanamo Bay.

A senior U.S. official said there have been "no, no, no direct contacts of the U.S. with Taliban since January 2012."

Apparently frustrated by the lack of any progress in talks with the U.S., two Taliban officials told the AP that the movement's governing council was contemplating removing Tayyab Aga ? special assistant to Omar during the Taliban's rule ? as their lead negotiator because he "could not achieve the expected results."

Mullah Abbas Akhund, the Taliban's health minister, is being tapped as Aga's replacement, according to the two Taliban officials.
