Last week's letter on taxes drew more response than any letter I have written in years. (See Taking Steps Toward a Way Out of Debt and Deficits.)
Questions that were raised simply beg for an answer, and some of the replies were very thoughtful, well-written suggestions for alternatives. This week I am going to do something I can't ever remember doing, and that is to use the entire letter to involve and respond to my readers.Let me begin by thanking all of those who responded, and to observe that every response I read was polite and courteous, even when aggressively disagreeing. Not every site on the Internet has such a civil discourse among its readers. I appreciate that. Next week we will return to All Greece, All the Time or whatever the crisis du jour is, although I am much more interested in China of late.
I will have to address the world's largest nation at some point soon. At the end of the letter, I provide some very interesting and fun links and a note on an upcoming webinar with investment legend Israel "Izzy" Englander. Now, let's zero in on taxes.
The Fair Tax
A rather significant and vocal number of you wrote in support of what is called "the Fair Tax," which is basically a national sales tax, suggesting it is a better alternative than a value-added tax (VAT). I should note that there are 70 members of Congress who have co-sponsored a Fair Tax bill, so this is not outside the realm of possibility. It also speaks to the possibility of a tax on consumption being politically feasible, which I will again address later.I am going to use a longer, well-written reply from Roger Buchholtz of Kalamazoo, Michigan. I will only interrupt him a few times with a reply in brackets [?] and then add a longer reply at the end. Roger wrote:
Dear Mr. Mauldin,I just finished reading your article "The Cancer of Debt and Deficits" and agreed with your conclusion that it is time for radical tax reform. Actually, what was radical was the adoption of the 16th Amendment in 1913, after our Founding Fathers had twice prohibited it in the Constitution.
I am delighted to see that you recognize that consumption taxes are less damaging to an economy than income taxes. Income taxes tax productive behavior (work, saving, investing, etc.), thereby reducing the return/reward for that behavior. They, in essence, punish people when they are contributing to society.
As you have apparently concluded, a simple, Flat Income Tax is not the answer. I agree, because it will remain neither for very long. It will just allow all the tax favors to be bought and sold all over again, which will exacerbate today's corruption of our representative form of government to the point that our representatives too often represent special interests rather than their constituents. [I am not opposed to a flat tax, as I will address below.]
In addition, the Flat Income Tax would only slightly reduce compliance and efficiency costs (as all records must be maintained and returns filed) and it would continue the practice of imbedding taxes in the prices of the goods and services that citizens buy. Today, an average of 22% of the producer price of all American-produced goods and services are taxes imbedded in the price. This practice of imbedding much of our tax burden in the prices of our products places American labor and business at a great competitive disadvantage with foreign labor and businesses. In essence, a Flat Income Tax would have no long-term benefits and could delay true tax reform for a generation.
[While I am not sure of whether it is exactly a 22% embedded tax cost, it is certainly high. There were several objections to a VAT because it would be a burden on businesses. I would note that ALL taxes are a burden. Others objected to a VAT as being a burden on consumers. As Roger points out, consumers are already paying a great deal in hidden taxes on what they purchase. Either the Fair Tax or a VAT can be structured to be revenue-neutral and eliminate the other embedded costs. What both proposals do is eliminate nearly all other taxes, including Social Security, which adds directly back into both employee and business income.]
Actually, Sumerlin and Lindsey's VAT and the Fair Tax have much in common, but the differences are critical.
*Both are revenue neutral
*Both tax final consumption only once
*They have the exact same tax base, if they both have no exemptions
*Business to business purchases are not taxed
*The full amount of the tax is paid by the consumer
*Both improve US international competitiveness, as neither of them taxes exports, and are border-adjustable
How are they different?
The Fair Tax collects the tax at the retail level, which is simple to understand and comply with. Only sellers of goods or services for final consumption (retail businesses) file monthly sales tax returns. This would reduce tax filers and compliance costs by about 90%.
The VAT, on the other hand, is collected from all businesses at every stage in the production process. Each business has to keep track of what taxes they paid on their purchase of inputs and subtract it from the tax they owe. This is called a credit-invoice system. It is complex record keeping and especially difficult for small businesses who don't have in-house tax experts.
The Fair Tax is transparent, the amount of the Fair Tax being clearly stated on the retail receipt. VAT retail receipts may state the rate of tax, but they generally do not state the actual amount of taxes paid. The visibility of the Fair Tax provides the natural restraint on the size and reach of government intended by our Founding Fathers.
European countries have tried to solve the perceived regressive nature of VAT taxes by creating all kinds of exemptions in attempts to make necessities tax-free. This opens the door for more and more exemptions, and vendors start gaming the system to qualify for the exemptions. These exemptions and gaming add to the already high cost of compliance under a VAT and encourage the buying and selling of tax favors, similar to today's corrupting trade in tax favors that occurs in the U.S. under our income tax system.
This combination of the Fair Tax Prebate (monthly payment to every legal household which offsets taxes paid on spending up to the poverty level, similar to today's personal exemption on our income tax return) and taxing ALL consumption at the same rate creates a consumption tax that treats everyone the same, is transparent, and is much simpler and much less costly to comply with. In addition, it eliminates the argument for exemptions, as all necessities are not taxed. That is the genius of the Prebate.
There is no evidence that the Fair Tax will encourage tax evasion via black markets or barter systems. In fact, the compliance rate for the Fair Tax, projected to be around 94%, is expected to be many times better than the 69% of the current tax system. Some of the reasons the Fair Tax will have a high compliance rate are:
- Major corporations account for over 90% of all retail sales today, with 3.6% of corporations collecting 87.5% of all sales taxes (I don't think I'll be able to convince the clerk at Walmart not to charge me the tax),
- Items most likely to be subject to barter are used goods, and used goods are not taxed by the Fair Tax,
- Under an income tax or a VAT it takes only one individual to cheat on a tax return, but under the Fair Tax both the seller and buyer must cheat (Would you like to go to jail for me?), and
- Because the Fair Tax reduces the number of collection points by over 90% (just retail businesses collect the tax) there will be considerably more audit capability by the government on those collection points.

I understand the philosophy behind the Fair Tax. Part of it is to get rid of the income tax and all the inequities that are built into the current tax code. And I like the fact that it is a consumption tax. Truth be told, if this is what came to the floor of Congress, I would be for it, over simply tinkering with the current system.
And with a VAT, one could use a "prebate" type of structure as well, to deal with the regressive nature of a consumption tax, or exempt food or other items, as many countries do with a VAT. What I wrote last week was not meant to be a detailed analysis but more along the lines of a general proposal. The current system is broken. Rather than trying to "fix" it, let's use the coming need for reform to truly restructure the Tax Code.
What About Those Who Will Not Vote for Any Tax?
The next response comes from Stanley Harrison:
John, How can we accept your current plan or any similar (Simpson/Boles) plan that requires compromise to implement when large numbers of Republican congressmen have pledged to vote 'no' to any tax increase? They will not compromise, yet the founders of this republic had to compromise. Are you going to campaign against them?
What Should Seniors Do?
Bill Daugherty wrote:

I paid taxes on my income all my earning life, and now you want to change to tax me on my spending life as well?' Getting from Here to There will always be a problem. No solution can be beneficial to all age and earning cohorts.
And David Oldham answered:
I think a VAT with exports exemption is a good idea. The point made in comments here about VAT hitting retired folk already hit by low savings returns is valid (I am in that category myself), but one has to ask the question, what do we older generations deserve for being instrumental or oblivious to creating such a mess for our kids and grandkids? We will all have to suffer the ultimate consequences.
David makes a very solid point. Borrowing from our children, which they must pay in the future, to enjoy our benefits today is not right, any way you look at it. And with a prebate, that should take much of the argument away.
Why Shouldn't Everyone Pay Something?
But that leads us to this note from Robert Dumper:
John, do you really mean 'If you make less than $100,000 you pay nothing'? I believe that one of the worst things you can do is to allow some people to pay no taxes at all.
Paying no taxes just leads people to believe that all the government provides is free. They have no incentive to limit what the government spends. Their incentive is to just take all they can. I believe that people earning less than $100,000 would make up over half the electorate. You can imagine what kind of political force they would represent. They would have no investment in the system. I think this would be a recipe for financial disaster. I guess the Bad News is that almost half our current electorate pay no income taxes today, and look what that has done for us.
Others wrote with similar concerns. A tax on only those making over $100,000 creates a large majority of people who would pay no taxes at all. I would reply that they would be paying a VAT. Under a consumption tax, everyone pays (although with a rebate/check for the lowest incomes, as I suggested).
Others argued that it will reduce consumer spending as it raises prices. I can understand the concern, but I think that misses the insidious nature of all the hidden costs on what we buy. Getting rid of those would offset much if not all of the rise in costs. And not paying Social Security and other taxes would increase income, to also offset the rise in costs.
Actually, Robert, it is closer to almost half of the country than you might think. The graph below from the Heritage Foundation came my way today (courtesy of Bill King, from a paper in England!). As of 2009, 49.5% of the population is not represented on a taxable return.
And this leads into Mira Awad's comment:
I like the idea of a progressive flat tax, similar to what some Republicans were proposing in the 1990s but without an exception for capital gains. Each household would get a large deduction for each person. They would pay 20-25% tax on the remainder of their income. (The rate would be set between 20% and 25% depending on how much money is needed, so I'm not sure of the rate.) No exemptions for anything else. It gets rid of that infernal mortgage tax credit that has jacked up the housing prices. It does so without making it impossible for families to pay their mortgages, because most middle class families will not be paying income tax (upper middle class will be).? The Republicans should like it, because it puts a cap on taxes for the rich at somewhere between 20% and 25%. Democrats should like it, because it taxes income and capital gains at the same rate, partly repeals the Bush cuts in capital gains tax, and puts a floor on taxes for the rich. It also provides tax relief to the working class. Yes, someone would be paying more: upper middle class people who have big mortgage deductions now and the well-to-do who are paying less than 20% now.
This cures the basic unfairness in the American tax system, where 2 households of the same size and same income living next to one another in houses of the same value are sometimes paying wildly different portions of their incomes in tax, depending upon the source of their incomes and whether or not they have a mortgage tax break. One family can be paying 30% and another 10% while living under the same circumstances. Ridiculous. It solves the problem of Warren Buffett and his secretary. Perhaps Buffet is paying too little taxes, but no one has mentioned that the secretary's 30% tax rate is too high. (I don't know much about corporate tax structure, but it looks to me like the same flat rate could be applied to corporate income and capital gains.)
It is worse than you think, Mira. There are ways to defer large amounts of current income taxes using various strategies of taking current deductions and realizing the income over a longer period, if you pay enough taxes to make it worth doing so and know the right places to find that deferral. You can't avoid eventually paying the tax, but you can defer it for a longer time. And if you are paying a lot in taxes, it can make financial sense. And there are ways for those who own certain types of small businesses to shelter much more income than the traditional IRA or 401k.
One small example from my own past. If you are a publishing company for a magazine or newsletter, you can write off the costs of selling a subscription immediately but only have to recognize the income over the life of the subscription. The current subscription income (even if it is all up-front) goes on your books as deferred income, which, if you ever look at the actual accounting statements of publishing companies, can reveal a great deal about the real health of the business. Which is why there are large mail campaigns in the last quarter of the year, as it helps on current taxes. Eventually you have to pay, and woe betide the publishing company that sees its subscription base fall too fast, as taxes then come due with no income to pay them. But when you are growing? It can really affect your current taxes due.
If and when we clean up the tax code, there are a lot of things that need fixing. There will be a great deal of crying and gnashing of teeth by all sorts of industries, but no business should rely upon the tax code for its existence.
Comeback, America
My friend David Walker was the Comptroller General of the United States and head of the Government Accountability Office (GAO) from 1998 to 2008. He now tours the country talking about the need for fiscal responsibility. He heads a group called Comeback America.David points out that if you simply eliminated all the "tax expenditures" (tax deductions), taxes would go up $1.3 trillion a year. If you combined that with serious entitlement reform, a much lower tax rate (the lows 20s as the top rate), and did $3 in spending cuts for every $1 in tax increases, you could balance the budget for the foreseeable future. His website lists numerous tax and budget proposals, besides his own. He points out the necessity (and I wholeheartedly agree) to have bipartisan cooperation to avoid a fiscal disaster. He demonstrates that we have $75 trillion in unfunded liabilities in Medicare, Social Security, and pensions.
Actually, the number $75 trillion is not all that interesting to me, for the simple reason that we can't pay it. It will never happen. Far more interesting is the question, when will we realize we can't pay it and what will we do? Or maybe, what will we do when the bond market decides we can't pay it and begins to ratchet up interest rates? Unless we begin to get control of the deficit, we could face a very bleak future.
There are ways to get serious entitlement reform. The very conservative Congressman Paul Ryan and the quite liberal Senator Ron Wyden have combined to come up with a plan for reforming Medicare that goes a long way toward what is needed. And it has upset a lot of people serving in Congress with them. But such compromise and cooperation is precisely what must happen if we are to avoid a true crisis. Whether you agree with every small detail in their proposal, you should applaud their willingness to seek bipartisan solutions.
I get rather strong letters from my conservative friends chiding me for not "keeping the faith." What we need, I am told, is smaller government and less spending. But when I press them as to whether the path we are on will result in crisis, they almost always agree that if nothing is done we will see a severe crisis. So my next question is, do they think we should hold the philosophical line, or allow the country to fall into economic chaos?
I have spent much of my life holding that line. But my analysis is that without a deficit solution we will enter another depression that will take years to come out of. And waiting until one party or the other has total control of Congress and the White House is not the answer. We are getting to the Endgame. Time is running out. We have a few precious years to set the ship of state back on a better course. I would rather keep the ship from sinking than argue about what should be on the menu at dinner. We can worry about that when the leaks in the boat are fixed.
And for those who asked, I still think we will do the right thing. Cutting spending will have consequences. We should do it slowly (over 4-5 years), and that will mean a Muddle Through Economy with more risks of recession. I talk of dire consequences only if we fail to fix the deficit. I think the former outcome is more likely. If you don't share my optimism, then you should plan for a depression. And if we get to the end of 2013 and it is clear that no compromise is forthcoming, I will probably get much more concerned. Maybe even become downright gloomy. Just saying.
(And just for the record, the VAT as I outlined it, or a Fair Tax, or Walker's solutions would have me paying somewhat higher taxes, not lower.)

India vs Australia: Spirit of Cricket debate rises again
Sydney:?The spirit of cricket debate was reignited once again at the ongoing ODI tri-series and it was India at the centre of it all yet again.
Scorecard
The action unfolded in the 24th over of the crucial India-Australia CB series match which Mahendra Singh Dhoni's men have to win to stay afloat in the series.
At 119 for four, Australia were rather precariously poised when wicketkeeper-batsman Matthew Wade took off for a single off R Ashwin's final delivery of the over.
Non-striker David Hussey answered his partner's call but as he was completing the run, the Aussie put his right hand out to stop the ball from hitting him.
India skipper Dhoni appealed for an obstructing the field dismissal allowed under the ICC rules.
On-field umpires Billy Bowden and Simon Taufel referred the matter to third umpire Simon Fry, who decided in favour of the batsman by concluding that he was merely trying to avoid getting hit rather than saving the stumps.
Dhoni was not quite happy with the decision and had an animated chat with the umpires for quite some time.
India were earlier also at the centre of another run out drama in a previous match when Sri Lankan Lahiru Thirimanne's stumps were removed by Ashwin at the non-striker's end as the batsman had been backing up far too much despite repeated warnings.
In that instance, India's stand-in skipper Virender Sehwag had decided to withdraw the appeal as he felt it was against the spirit of the game.

What eurocrisis? Hamburg to build $500 million concert hall
Hamburg, Germany aims to build one of the acoustically best concert halls in the world, admist one of Europe's worst economic crises in recent history.

Skip to next paragraph?Christian Becker calls the project ?insane? at a time when libraries are cutting hours and kindergarten prices are up. But Hans Christian Riekhof sees it as ?an investment in the future? that will draw tourists and boost the local economy.
What?s dividing the two Hamburg residents ? and this city on the Elbe River ? is a controversial cultural behemoth. Plans for the Elbe Philharmonic Hall, or ?Elbphilharmonie,? envision a concert hall built on top of a former warehouse on the harbor that could seat 2,150 people in ?acoustically one of the best concert halls in the world,? according to acoustic designer Yasuhisa Toyota, who refurbished the Sydney Opera House in Australia.
City officials see it as a new world landmark that could make Hamburg almost as famous as Paris and New York City. When finished, the 667,000 square-foot glass structure will rise 360 feet above the Elbe River, its 26 floors curling into a series of waves reflecting the sky, water, and city.
?There is something playful, almost crazy about what we are doing,? said Karl Olaf Petters, a spokesman for the project. ?It is not necessary, but by the same token, neither was Beethoven?s Ninth Symphony.?
Part of an ambitious revitalization of the Hamburg Harbor, the concert hall was to be paid for through mostly private money. Now, huge delays and cost overruns have dampened the city?s dreams of grandeur. The hall, it turns out, will cost up to five times its original estimate of $100 million, and the city?s share of the cost has more than quadrupled. The concert hall was slated to open in 2012; now it won?t open until 2015 at the earliest.
?If we were in Paris or in New York that would be fine, but not in such a small town as Hamburg,? complained Mr. Becker, soaking up the sun on the piers of the Elbe River with the half-constructed Elbe Philharmonic Hall shimmering in the distance.
Even so, every Sunday, visitors wearing yellow construction hats are touring the construction site.

More and more people are turning their attention to living their lives in a more responsible way. They have begun a recycling plan and are working hard to conserve energy. They are also being more earth friendly in their food and drink choices. One simple way that has been discovered to be more earth friendly is to switch to using organic coffee. The government regulates the growers of these crops to ensure that they are following each one without skipping any steps.
One of the regulations that are place on organic coffee growers is that the beans must be planted and grown under the shade of trees. The plants should not be exposed to full sunlight. The beans will have just the right amount of nourishment from the sun when the small beams flow through the branches of the trees. This practice allows the beans to grow at a slower rate which makes them taste much richer.

Farmyard antibiotics linked to superbugs
Dosing livestock with antibiotics can be bad for farmers' health. A strain of MRSA that causes skin infections and sepsis in farm workers evolved its resistance to antibiotics inside farm animals.
The ST398 strain of MRSA first appeared in 2003 and is prevalent in US livestock. Humans who pick it up from animals can become dangerously ill, but it cannot yet spread from human to human.
A team led by Paul Keim of the Translational Genomics Research Institute in Phoenix, Arizona, sequenced the genomes of 88 closely related strains of Staphylococcus aureus, the bug that can become MRSA. Their findings suggest that ST398 was originally a harmless strain living in humans, which migrated into livestock where it acquired antibiotic resistance.
For some time microbiologists have been concerned that giving large amounts of antibiotics to livestock can promote antibiotic resistance. Keim's study provides a powerful example, says Ross Fitzgerald of the University of Edinburgh, UK.
Earlier this year the US Food and Drug Administration announced new restrictions on using preventive antibiotics in livestock, but the rules cover a small subset of drugs constituting just 0.2 per cent of antibiotics used on farms. As a result they are not expected to do much good.

300-million-year-old forest discovered preserved in volanic ash
ScienceDaily (Feb. 20, 2012) ? Pompeii-like, a 300-million-year-old tropical forest was preserved in ash when a volcano erupted in what is today northern China. A new study by University of Pennsylvania paleobotanist Hermann Pfefferkorn and colleagues presents a reconstruction of this fossilized forest, lending insight into the ecology and climate of its time.
Pfefferkorn, a professor in Penn's Department of Earth and Environmental Science, collaborated on the work with three Chinese colleagues: Jun Wang of the Chinese Academy of Sciences, Yi Zhang of Shenyang Normal University and Zhuo Feng of Yunnan University.
Their paper was published this week in the Early Edition of the Proceedings of the National Academy of Sciences.
The study site, located near Wuda, China, is unique as it gives a snapshot of a moment in time. Because volcanic ash covered a large expanse of forest in the course of only a few days, the plants were preserved as they fell, in many cases in the exact locations where they grew.
"It's marvelously preserved," Pfefferkorn said. "We can stand there and find a branch with the leaves attached, and then we find the next branch and the next branch and the next branch. And then we find the stump from the same tree. That's really exciting."
The researchers also found some smaller trees with leaves, branches, trunk and cones intact, preserved in their entirety.
Due to nearby coal-mining activities unearthing large tracts of rock, the size of the researchers' study plots is also unusual. They were able to examine a total of 1,000 m2 of the ash layer in three different sites located near one another, an area considered large enough to meaningfully characterize the local paleoecology.
The fact that the coal beds exist is a legacy of the ancient forests, which were peat-depositing tropical forests. The peat beds, pressurized over time, transformed into the coal deposits.
The scientists were able to date the ash layer to approximately 298 million years ago. That falls at the beginning of a geologic period called the Permian, during which Earth's continental plates were still moving toward each other to form the supercontinent Pangea. North America and Europe were fused together, and China existed as two smaller continents. All overlapped the equator and thus had tropical climates.
At that time, Earth's climate was comparable to what it is today, making it of interest to researchers like Pfefferkorn who look at ancient climate patterns to help understand contemporary climate variations.
In each of the three study sites, Pfefferkorn and collaborators counted and mapped the fossilized plants they encountered.In all, they identified six groups of trees. Tree ferns formed a lower canopy while much taller trees -- Sigillaria and Cordaites -- soared to 80 feet above the ground. The researchers also found nearly complete specimens of a group of trees called Noeggerathiales. These extinct spore-bearing trees, relatives of ferns, had been identified from sites in North America and Europe but appeared to be much more common in these Asian sites.
They also observed that the three sites were somewhat different from one another in plant composition. In one site, for example, Noeggerathiales were fairly uncommon, while they made up the dominant plant type in another site. The researchers worked with painter Ren Yugao to depict accurate reconstructions of all three sites.
"This is now the baseline," Pfefferkorn said. "Any other finds, which are normally much less complete, have to be evaluated based on what we determined here."
The findings are indeed "firsts" on many counts.
"This is the first such forest reconstruction in Asia for any time interval, it's the first of a peat forest for this time interval and it's the first with Noeggerathiales as a dominant group," Pfefferkorn said.
Because the site captures just one moment in Earth's history, Pfefferkorn noted that it alone cannot explain how climate changes affected life on Earth. But it helps provide valuable context.
"It's like Pompeii: Pompeii gives us deep insight into Roman culture, but it doesn't say anything about Roman history in and of itself," Pfefferkorn said. "But on the other hand, it elucidates the time before and the time after. This finding is similar. It's a time capsule and therefore it allows us now to interpret what happened before or after much better."
The study was supported by the Chinese Academy of Science, the National Basic Research Program of China, the National Natural Science Foundation of China and the University of Pennsylvania.

Small Businesses 'Not A Big Source Of Job Creation,' Say Economists
NEW YORK -- Mitt Romney says they're "job creators" and vows to come to their aid as president. Newt Gingrich visited them on his "jobs and growth" bus tour. President Barack Obama calls them "the engine of our economy."
If there's one thing Republicans and Democrats agree on, it's that small business is the answer to what ails the economy. On these tiny bundles of entrepreneurial energy, they say, rides the nation's hope for lower unemployment and faster economic growth.
But the work of several economists suggests that most small businesses are not particularly adept at creating jobs, at least not the best jobs. The work also suggests their role in generating national wealth has been exaggerated.
The problem is that not all small businesses are created equal. Businesses just getting off the ground contribute most of the country's job growth, but older small businesses cut as many as they add.
Think Bill Gates and Paul Allen huddled together late nights developing Microsoft, not the corner liquor store.
"I don't want to pick on dry cleaners and restaurants and small manufacturing firms, but they're not a big source of job creation," says John Haltiwanger, an economist at the University of Maryland.
Politicians like to say that small companies create two of every three jobs in a given year. That's less impressive when you consider that almost all the 6 million companies in the U.S. ? 99.9 percent of them ? are small businesses, with fewer than 500 workers.
What's more, two-out-of-three masks the fact that most small businesses eliminate more jobs than they create in a given year, either through layoffs, closings or bankruptcy.
And many of the rest, the ones that don't shrink or shut down, don't offer much hope for the millions of Americans looking for jobs.
Many small companies ? outfits like florists, hardware stores and barbershops ? tend to grow with the U.S. population, not faster. So they don't speed the economic recovery the way an exploding new industry might.
According to an August study by two University of Chicago economists, most small business owners just want to be their own boss and never expect to hire more than a few employees.
In fact, the more you study the numbers, the more you wonder what the politicians are getting so excited about.
Haltiwanger and two other economists showed, in a study of millions of companies over 30 years, that small businesses no more than five years old ? that's about 40 percent of them ? are the only ones that create more jobs each year than they cut.
In 2005, for instance, more than 99 percent of the 2.5 million net new private-sector jobs in the United States came from these startups, according to the U.S. Census Bureau.
But the 60 percent of small businesses that have been around more than five years act as a slight drag on the number of jobs available in the United States. They have cut about 0.5 percent more staff than they have added in a typical year, according to Haltiwanger.
By contrast, big businesses, the ones that get all the headlines for layoffs, have hired more than they have cut ? about 0.1 percent in a typical year.
Economist Charles Kenny of the New America Foundation, a nonpartisan research group, goes as far as suggesting that Washington should stop offering certain incentives to small business owners, such as loan guarantees and write-offs on taxes for home offices. He says the money would be better spent subsidizing research and development.
"If you want jobs, you have to focus on the innovative firms trying to provide something new and different," he says.
The country's unemployment rate is 8.3 percent, the lowest in three years. But the U.S. still has 5.6 million fewer jobs than before the recession. Assuming the pace of hiring from last year continues, it will take three years to recover all the lost jobs.
Small businesses aren't helping much. They cut more workers than they hired in all but three months last year, and contributed zero to job gains again in January, according to a survey by the National Federal of Independent Business.
To change that record, Republicans say Obama needs to cut federal rules and paperwork that are burdensome for small businesses that don't have human resource departments, legal staff and vast resources like big businesses.
To comply with federal regulations on the environment, for instance, companies with fewer than 20 workers spent $4,101 per worker in 2008, or 4 1/2 times more than companies employing 500 or more, according to the Small Business Administration.
The same study showed these businesses spent three times more per worker on tax preparation than did their larger counterparts.
"As regulatory complexity increases, it's hard on small firms," says William Dunkelberg, chief economist at the National Federation of Independent Business, a group closely allied with Republicans. "We need to get government out of the way."
But many economists think the root of the job problem is deeper.
Again, it's the difference between old small businesses and new small ones, and the U.S. is not creating enough of the new ones.
It was true even before the Great Recession: The number of startups less than a year old was no higher in the boom year of 2006 than it was 30 years ago, when the economy was much smaller, according to the Census Bureau. And the ones that are launching are hiring fewer people, too.
The grim takeaway is that the U.S. could struggle with high unemployment long after a pickup in economic growth.
Even the idea that small businesses play an outsized role in the economy has come under attack lately.
A study from the left-leaning Center for Economic and Policy Research shows that the self-employed worker, that rugged exemplar of the small businessperson, accounted for less of the working population in the U.S. than in the other 20 rich countries tracked, except for Luxembourg.
Another study by economists at Harvard and Dartmouth suggests that might not be such a bad thing because poorer countries are more likely to have a higher share of their workers self-employed.
Adding fuel to the argument, Kelly Edmiston, an economist at the Federal Reserve Bank of Kansas City, showed that workers at small businesses are more likely to lose their jobs and less likely to have vacation days, retirement plans and a range of other benefits, including health care. Some 41 percent of companies employing less than 100 people offered no medical insurance at all.
So, myths about job creation aside, why isn't the U.S. launching more startups? The risky economy, regulations or health care costs ? a bigger burden for small companies ? could be scaring them off.
Haltiwanger thinks demographics may be at work. He says businesses are often started by people in their 30s and 40s. So as the population ages and more baby boomers retire, the number of startups falls.
"We're a roll-the-dice economy. It has a lot of spillover effects," he says. "But we're not experimenting enough."

World Bank's Zoellick to step down in June (Reuters)
WASHINGTON (Reuters) ? World Bank President Robert Zoellick said on Wednesday he will step down in June, raising questions as to whether the United States will for the first time throw open the job it has always claimed as its own.
"I'm honored to have led such a world class institution with so many talented and exceptional people," Zoellick said in a statement announcing his plans. Earlier, he had met with the World Bank's 25-member board to inform them of his decision.
Speculation has been rife in recent months over who might take the job when Zoellick departs. Possible U.S. candidates include Secretary of State Hillary Clinton and former White House economic adviser Larry Summers.
Zoellick, a Republican, would potentially be a strong candidate for a senior position if a Republican takes the White House in presidential elections in November.
While the Obama administration has said it supports an open and transparent selection process to fill lead positions in global institutions, it is unlikely to forfeit the top job at the World Bank in an election year, development experts said.
Emerging market and developing countries have campaigned hard in recent years to break Europe's grip on the International Monetary Fund and the United States's hold on the World Bank top positions.
Officials from large emerging economies like Brazil said on Wednesday the selection process for Zoellick's successor should be based on qualifications and not nationality. However, they acknowledged that given U.S. congressional pressure the job will probably remain in the hands of an American.
Last year, emerging market economies made an aggressive push to fill the IMF top job in a bitter contest won by France's Christine Lagarde.
"I do not know whether the president has spoken with Mr Zoellick and I don't have any information for you regarding possible successors," White House press secretary Jay Carney told reporters travelling with President Barack Obama on Air Force One.
"Asked specifically about Hillary Clinton or Larry Summers as possible candidates, Carney said, "There is a lot of speculation in the press about this and other jobs...I am not going to confirm any of it."
Nancy Birsdall, who heads the Center for Global Development in Washington, said on paper the United States is committed to opening up the selection process to all, but political pressure from U.S. congressional leaders will keep the job in U.S. hands.
"The election year timing puts the White House in an especially unenviable position. There is a risk that the World Bank could become a highly partisan, U.S. hot-button issue, as the UN has too often been," Birdsall wrote in a recent blog.
Development groups said it was time to open the job to other countries.
"The way the World Bank picks its president needs to change," said Elizabeth Stuart, policy adviser for Oxfam, the global development group. "The Bank only operates in developing countries, so any candidate not supported by a majority of these countries would plainly lack legitimacy."
STEADY AT THE HELM
Zoellick, a former U.S. chief trade negotiator and Deputy Secretary of State, became World Bank president in July 2007 amid a staff revolt against then president Paul Wolfowitz after revelations he had a role in giving his companion, a bank employee, a raise.
He immediately turned the bank's attention on its development agenda, warning of a brewing food and energy price crisis, which was stirring social unrest in the poorest parts of the world.
As the bank looked for ways to help countries cushion the impact of skyrocketing food prices, a global financial crisis threatened to undermine more than a decade of strong growth in emerging and developing countries.
Under Zoellick, World Bank lending increased sharply to $44 billion in fiscal year 2010 from $13.5 billion in 2008, reflecting increased needs by fast-rising emerging and developing countries in Asia, Africa, Latin America and the Middle East.
Zoellick also secured approval for an $86.2 billion capital package, the first in over 20 years. He championed more voting power for emerging economies and convincing countries as China, Brazil and others to contribute more funding to the World Bank.
Despite budget strains in developed world, Zoellick secured over $90 billion in pledges during tough negotiations to replenish the World Bank's fund for the poorest countries.
In speeches he has pointed to the rise of emerging economies as new poles of growth, outlined the need for a new approach to aid, while emphasizing the need for better governance in regions such as the Middle East where street protests that toppled dictators in Tunisia, Egypt and Libya.
